Added ability to specify custom overlays in configuration

Analogous to adding base layers, custom overlays can be added in
the `config.js` file:

```javascript
BR.conf.overlays = {
    'Hill shading': 'http://{s}.tiles.wmflabs.org/hillshading/{z}/{x}/{y}.png'
};
